lt is the fundamental policy of our country to conserve resources and protect theenvironment. According to the Environmental Protection Law of the People'sRepublic ofChina《中华人民共和国环境保护法》)all units andindividualsshall have the obligation to protect the environment, and enterprises shalprevent and reduce pollution and damage to the environment; according to theEnergy Conservation Law of the People's Republic of China(《中华人民共和医节约能源法》), all organizations and individuals shall fulfill their obligation toconserve energy; and according to the Regulations on the Administration ofConstruction Project Environmental Protection《建设项目环境保护管理条)), industrial construction projects should adopt clean production techniqueswith low energy consumption, low materials consumption and low pollutantsgeneration, and rationally exploit natural resources to prevent environmentapollution and ecological damage. The above-mentioned laws and requlationsput forward requirements for the Company in environmental risk control andclarify our work priorities and directions

In 2022, the Company strictly abode by laws and regulations that havesignificant impact on its operation, such as the Environmental Protection Lawof the People's Republic of China(《中华人民共和国环境保护法》,theEnergy Conservation Law of the People's Republic of China(《 中华人民共和国节约能源法》), and the Requlations on the Administration of ConstructionProject Environmental Protection(《建设项目环境保护管理条例》)TheCompany steadily advanced the construction of ecological civilization andstrove to overcome the challenges brought by carbon peaking and neutralityby integrating the concept of green development into all aspects its work andthe whole process. With the support of energy-saving technologicalinnovation and focusing on energy-saving management and energy resourceutilization, the Company improved its emergency response capabilities in riskprevention and pollution, to unswervingly embark on the path of green, low-carbon, and hiqh-quality development that prioritized ecology.

In terms of assessment objectivompany formulated the Carbon PeakAction Plan of China Railway Group Limited, setting the overall targets: by2025, significant progress shall be made in the construction of a green CRECsystem that aliqns with ecoloqical civilization; improvements shall be madto energy utilization efficiency and the energy consumption structure; COemissions per RMB ten-thousand output value and comprehensive energyconsumption per RMB ten-thousand operating income shall be reduced. Thecomprehensive energy consumption per RMB ten-thousand of operatingincome reduced by 15% on the basis of 2020. and the carbon dioxideemissions per RMB ten-thousand of output value reduced by 15% on thebasis of 2020. In terms of systematic environmental management, theCompany has obtained the lSO14001 environmental management systemcertification from China Certification Center Inc.
