Product quality assurance
Following the “hundred-year plan with quality priority" policy and based onthe project quality supervision and management model of "governmentsupervision, social supervision, enterprise self-control and user evaluation" theCompany establishes and improves the project quality assurance system andorganizational system, In terms of quality management, the Companyconscientiously implements ISO9000 system standards and documents andmeasures such as the Quality Management System Documents(《 质量管理体系文件》),Quality Procedure Documents《质量程序文件》),and Measuresfor Supervision and Management of Project Quality(《工程质量监督管理办法》). The Company formulates and implements systems such as Regulationson Supervision and Management of Project Quality, Measures for Investigationof Safety and Quality Liability Accidents and Rules for lmplementation of Safetyand Quality Accountability System for Team Leaders to constantly strengthenthe control of the construction process, and strengthens the self-inspection,mutual inspection, and handover inspection in the construction process toensure that the quality management of construction projects is always undercontrol, so that the project quality meets relevant specifications, standards andcontract requirements.
The Company has comprehensively carried out the prevention andrectification of common quality and safety problems. The common defects inthe construction quality of projects under construction are investigated andrectified, and the problems and hidden dangers should be quickly rectified inaccordance with the "five fixed" principles of fixed personnel, fixed time, fixedpost, fixed responsibility and fixed locations. Major hidden dangers arereported and dealt with in a timely manner, and the hidden dangers of projectquality are resolutely eliminated before projects are put into operation.
The Company continues to strengthen the standardization of safety andquality, guides all enterprises and projects to apply excellent managementsystems, management processes, management modes and managementpractices to various management levels, continuously improve and optimizeaccording to actual conditions, and give full play to management effectiveness.The Company incorporates the requirements of safety and qualitymanagement into the management standards, technical standards andoperating standards in all aspects of engineering construction, refines thestandards involving each post and process, form mandatory specifications andevaluation standards for construction operations, and solidify operatingprocedures to achieve closed-loop management.
In 2022, the Company revised the "Selection Regulation of CREC's QualityProject”(《中国中铁优质工程评选规定》to regulate the quality projectreview process based on "strict control and best selection" Through in-depthproject excellence activities, the Company and the construction site arepromoted to strengthen project quality management, during which 38projects were selected and awarded as CREC's Quality Project Gold Cup and 60projects as CREC Cup, ensuring continuous improvement and optimization ofproject quality. As a construction company, the Company does not have torecall products for safety and health reasons.
In 2022, the Company won 19 China Construction Engineering Luban Prizesand 54 National Quality Engineering Awards, including 4 Gold Awards.
Intellectual property management
Taking development needs as the target, CREC strictly abides by the PatentLaw of the People's Republic of China《中华人民共和国专利法》and theTrademark Law of the People's Republic of China《中华人民共和国商标法》), and earnestly pursues and implements the national standards of theSpecifications for the Administration of lntellectual Property Rights ofEnterprises(《企业知识产权管理规范》)According to the Specificationsfor the Administration of Intellectual Property Rights of Enterprises (《 知识产权管理规范》)(GB/T29490-2013)The Company comprehensivelyimproves its ability to create and operate intellectual property rights, andpromotes the flow and use of intellectual property rights, The Companyevises the patent management regulations,issues a notice oncomprehensively improving the quality of CREC's patents, and completesthe online processing of construction methods and patent businesses inthe technology management information system, The Company hasincreased the task index of provincial and ministerial industrial methoddevelopment and patent authorization task index (increasing theproportion of invention patent authorization) according to the situationsof industrial method development and patent authorization, promotingthe upgrade of both quantity and quality. The Company attachesimportance to the layout of patents, construction methods, and standardswith major support on key technologies of independent intellectuaproperty rights, and creates a patent reserve that underpins enterprisedevelopment and enhances enterprise competitiveness.
In 2022, the Company completed the industrial method development andpatent application plan. The State Intellectual Property Office and theWorld Intellectual Property Organization issued the decision of grantingthe 23rd China Patent Award. CREC created remarkable results of winningtwo silver prizes and four excellence prizes of China Patent Award, furtherimproving the quantity and quality of its intellectual property. In 2022, theCompany won 794 provincial and ministerial industrial methoddevelopment awards, and owned 9,256 authorized patents, including 1,875invention patents and 201 PCT patents.
Privacy and data protection
CREC comprehensively protects customers' business sensitive informationand personal privacy. ln accordance with the important instructions ofGeneral Secretary Xi Jinping on the "Four Adherence" for network securitythe Company earnestly implements and abides by the Cybersecurity Law.Data Security Law, Personal lnformation Protection Law, NationalCyberspace Security Strategy, Regulations on the Security protection ofCritical Information Infrastructure, Cybersecurity Review Measures (Draftor Comments) and other cybersecurity related laws and regulations, aswell as important policy documents, further standardizes the securitymanagement of network information, and formulates Requlations onNetwork Information Security Management and other systems in order toprotect the customer privacy and enterprise data security, and quaranteethe normal , efficient and safe operation of the information system. In 2022the Company strengthened the construction of network securityinfrastructure,and improved the network security team, so as tocomprehensively enhance the network security protection capacitymanagement capacity and emergency response capacity. The Companyocused on the promotion of the staff's network security awareness, andpractically improved the staff's network security awareness, protectionskills and network fraud awareness through network security publicity.security lectures, online training and other integrated online and offlinemeans.
In 2022, the Company actively carried out the network security work in theimportant periods of 2022 according to the work requirements of theSASAC, Ministry of Public Security and other superior units, achieved theresult of “zero safety incident" during the key periods. In November 2022.the Company held an internal network security attack and defense drill,and organized 6 attack teams and 6 defense enterprises, namely 128people, to participate in the drill, achieving the objectives of this year'sattack and defense drill:protecting systems, building teams and improvingcapabilities"
The Company continued to organize the construction and promotion ofbusiness secret system. More than twenty secondary enterprisesparticipated in the construction of business secret system, and built a two-level technical framework, strengthening the technical protection ability ofthe Company.
Attaching importance to customer communication
CREC always adheres to the general idea of"striving for excellence andcontinuous improvement” adheres to the people-oriented concept, andcontinuously improves the quality of services with a highly responsibleattitude towards the country, the people, the customers, and theenterprise. The Company attaches great importance to communicatiorwith customers, actively builds good customer relationships, set!designated channels (including telephone, fax and mail) for customers tofile complaints, establishes a related supervisory center, and seriously treatscustomers' complaints and suggestions. After the Company receivescustomer complaints and suggestions, the relevant supervisory center willpromptly make investigations and report the results to the Company'.managerial level, give proper treatment according to the relevant systemand provide timely feedback to customers on the results, When theCompany enters into strategic cooperation agreements or serviceagreements with various local governments, large enterprises and othelcustomers, it will clearly specify reqular communication mechanisms anoclauses of application of law and dispute resolution. In 2022, as a listeccompany, we received a total of 11 requests from owners, all of which wereresponded to in a positive manner and dealt with in a timely manner iraccordance with the laws and requlations, and the requests were properlyresolved, with a 100% response rate and satisfaction rate.
