Focusing on the Growth and Development of Employees

The Company vigorously implements the strategy of“strengthening theenterprise with talents" regards human resources as its first resource, andstrives to give priority to the development of human resources, theadjustment of the talent structure, the guarantee of talent input, and theinnovation of the talent system. The Company also actively builds aclassification assessment system based on morality, performance andcontribution to further standardize emplovee promotion procedures sucas motions, recommendations, inspections and decisions. The Companyprovides systematic support for employees' career growth and developmentfrom three aspects: organizing employee training, appraisal and selectionbased on vocational skills, and encouraging qualification certification.

Organizing employee training

In 2022, the Company implemented the Training Work ManagementRequlations, Skill Personnel Training Management Measures and othersystems, and continued to optimize and improve the training system.advance the long-term planning of training in an active way, coordinatethe education and training of officials at all levels, and strengthen thetraining of key personnel, in order to ensure that training is highlyconsistent with enterprise development and talent cultivation. TheCompany and its affiliated enterprises increased the training throughonline and offline" training and other training methods, in a bid to furtherimprove the ability and quality of the employees and promote hiqh-qualitydevelopment of the Company.

In 2022, the Company trained more than 810,000 personnel, accounting for90% of the total number of employees. Among them, 225,800 were male.accounting for 91%, and 44,200 were female, accounting for 90%; 640 weresenior management personnel, accounting for 100%; 9,977 were middlemanagement personnel, accounting for 100%. The employees received anaverage of 80 hours of training, for male and female both. Seniormanagement personnel received an average of 106 hours of training, whilemiddle management personnel received an average of 98 hours.

Appraising and selecting vocational skills

The Company has improved the professional title evaluation system.focusing more on the performance, ability and actual contribution. In 2022439 professorate senior engineers and 4,102 senior engineers; 61professorate senior accountants and 237 senior accountants: 74 professoratesenior economists and 120 senior economists; and 401 senior politicaengineers passed the evaluation.

Enterprises at all levels of the Company carried out skills upgrading activitiessuch as skills training, post training, technical contests and skill contestsThese competitions and events aroused the enthusiasm of employees toearn technology, improve their skills and make contributions, and improvedthe overall quality of the team of technical and skilled personnel

n 2022, the Company selected and recommended 1 candidate for the GrandSkill Award of China, and 2 candidates for the National Technical Expertaward. Enterprises at all levels actively select and recommend outstandingemployees to provide a promotion pathway for the best employees. Theseawards demonstrate the elegant demeanour of CREC's excellent skilledpersonnel and carry forward the labor spirit and craftsman spirit of theemployees.

 Encouraging qualification certification

The Company encourages employees to apply for related qualificationcertification. The Company sets up promotion review committees forpersonnel taking up professional and technical posts in engineering.accounting, economics and political work, etC, and evaluates qualificationsof the personnel applying for the above professional and technical postsin accordance with the Company's relevant requlations. In 2022, 5434employees passed the evaluation of senior professional titles of the Company.

The Company attaches great importance to the technical talents teambuilding. Following the five-sphere management thinking of“improvingquality, expanding channels, increasing remuneration,strengtheningmanagement, and establishing image", the Company strives to build a teamthat is appropriate in scale and reasonably structured and that boasts highquality skilled personnel with exquisite craftsmanship.In 2022, the Companyappraised 3 craftsman technicians, 100 special technicians and 496 senioltechnicians. The number of highly skilled personnel is on the rise and theirquality is steadily improving.
