Tothis end, the Company formulates a series of systems, such as TalentRecruitment Management Regulations, lmplementation Opinions on theBuilding of Internationalized Talent Team, lmplementation Measures forthe Evaluation of Highly Skilled Talents and Contractual ManagementMeasures for the Market-based Selection and Recruitment of ProfessionalManagers. Taking the reform of three systems as the entry point, theCompany keeps improving the market-oriented operation mechanism oftalents, revitalizes the talent resources, and energizes various talent teams.

The structure of the Company's leadership team is more optimized. In 2022through adjustment and selection, the proportion of leaders with abachelor's degree or above reached 99.8%, and that of leaders with seniorand above titles reached 97.7%. The figures show that the echelonconfiguration is more rational and balanced, the experience in performingduties is richer, and the age structure is more scientific.
Major breakthroughs have been made in the construction of theCompany's high-level expert team. In 2022 six individuals and two teamsof CREC won the 16th Tien-yow Jeme Railway Science and TechnologyAward.
The Company has made remarkable achievements in the training of highlyskilled personnel. ln 2022, one employee won the Grand Skill Award ofChina and two emplovees won the National Technical Expert award,Twoemployees were included in the second list of"Great Country Craftsmenfrom centrally administered State-owned enterprises under the Stateowned Assets Supervision and Administration Commission of the StateCounci锢报吧背衬报
The Company intensifies efforts to introduce the graduates of“DoubleFirst-rate" universities. In light of the business characteristics anddevelopment needs, the Company introduced 4406 graduates fromDouble First-rate universities in 2022, accounting for 20.5% of the total,up 1.9 percentage points year on year.
